 Test Invalidation Form and Procedure

  • The online Application for Test Invalidation form will be available November 9-30, 2012 at the following web link:

https://www.surveymonkey.com/s/NDSAInvalidate

Applications will not be accepted after November 30.

  •  Applications for Test Invalidation will be accepted online only. Paper forms will not be accepted. The Department highly recommends that you print a copy of what you submit for your records. Use the PRINT button at the end of the form for this purpose.
  •  See the Fall 2012 Test Coordinator’s Manual, pages 6-9, for guidance regarding appropriate situations for test invalidation. You can access the Test Coordinator’s Manual at the following link:  http://www.dpi.state.nd.us/testing/assess/manual.pdf.
  •  The consequences of test invalidation are as follows.
  •  The Student Report from CTB provides no score information. It will state “Test Invalidated.”
  • The Summary Report for the school and district from CTB provides the number of students whose test was invalidated. These students are not included in the denominator when CTB calculates percentage in each of the four levels of achievement.
  • When the Department calculates AYP, the student will be considered a non-participant and not included in calculations for achievement.
  •  The Department will inform you as to the decision regarding each application. Please provide sufficient detailed information as an explanation. Remember that make-up sessions must be offered. If additional information is needed to make a decision, we will contact you.
  •  The Test Invalidation training module is available at

http://www.dpi.state.nd.us/testing/assess/training/invalidation.shtm.

In addition to procedures, it includes examples of situations that are appropriate for test invalidation, as well as situations that are not. The Department highly recommends that test coordinators access this module.

RE:                 Certification of mandatory training on state assessment system

 

Pursuant to federal requirements, the North Dakota Department of Public Instruction (NDDPI) must ensure that North Dakota school districts conduct sufficient and appropriate training for school personnel who supervise or administer the state assessment. Consequently, the NDDPI requires that, each school district administrator must certify that all school personnel who supervise or administer the state assessment and who have a need to know specific information about test administration and handling of test materials have received appropriate and sufficient training on state assessments.

 School districts must certify on-line to NDDPI that training has been accomplished (i.e., all school personnel who supervise or administer the state assessment and who have a need to know have received appropriate and sufficient training on state assessment, and use of NDDPI training materials).

    •   An on-line form, Certification of State Assessment Training Survey, located at https://www.surveymonkey.com/s/BR5Y7MS , will be used to submit certification.
    •  The certification form can be completed in less than five minutes.
    •  The school district administrator/superintendent or the designated school district testing coordinator is responsible for submitting the certification.
    •  One survey will be completed for each public school district, non-public school, and BIE school that administers the North Dakota State Assessment.
    •  The certification must be submitted to the NDDPI by 5:00 p.m., October 31, 2012.
    •  The person submitting the certification should maintain a copy for their records.
    •  In the event of testing irregularities (including but not limited to breeches of test security and loss of testing materials), the certification will be referenced in the subsequent monitoring and investigation.
    •  The certification addresses the North Dakota State Assessment specifically. Training for the North Dakota Alternate Assessments (NDAA 1 and NDAA 2) will be provided to school special education personnel, as announced through a separate State Assessment Memo.

RE:                   Testing Reminders for Title I Students

As we near the dates for our annual North Dakota State Assessment (NDSA), we thought it would be an opportune time to provide school personnel with some reminders regarding the testing circumstances for all students, with special emphasis on Title I students.

The Test Coordinator’s Manual provides those practices that should be followed throughout the administration of the NDSA.  Please thoroughly review these instructions to ensure that all students, including Title 1 students, are offered the most appropriate setting and supports for a beneficial test experience.  The Test Coordinator’s Manual is posted at

As you prepare for your test administration, please note the following.

 

  1. Accommodations – Accommodations are specific, privileged practices currently allowed for students on an Individualized Education Plan (IEP), those students who have a Section 504 Accommodation Plan, and those students with Limited English Proficiency, as prescribed in the Test Coordinator’s Manual.  Most students, including Title I students, are not entitled to accommodations, unless they hold a documented accommodation plan previously specified.

 

  1. Some students, including some Title I students have a better understanding of the written word if the student reads the material aloud.  The North Dakota State Assessment may be administered individually to any student, including a Title I student, in a private room where the student may read the assessment passages aloud. Only one student is allowed in each testing room at one time. The supervisor in the room may NOT communicate with the student outside of the standard directions provided to all students.

 

  1. In addition, if any student, including a Title I student, displays behavior that may be distracting to others in a testing situation, that student may also be assigned a private room for testing, if staffing and rooms are available.

Following are the timelines for activities relating to the 2012-13 North Dakota State Assessment (NDSA). Note that activities marked with an asterisk have “date certain” deadlines that are critical to the implementation of the NDSA.

 

*August 13-31, 2012 (timeline certain)

Window for on-line ordering of Fall 2012 NDSA materials.

Instructions, username and password for accessing the CTB website for ordering will be sent by CTB to individual schools in August 2012.

REMINDER: A school district must finalize its order by clicking the “Confirm” button. You must update your e-mail address; otherwise, you will not receive an e-mail confirmation of your order. Also, orders for large print and Braille are to be included.

 

*By no later than September 15, 2012 (date certain)

School districts file Enrollment Report, using unique 10-digit student identification number. The Enrollment Report is required of all public and BIE schools; non-public schools may file this report if they choose. Data in the Enrollment Report will be used by CTB to generate student bar code labels for the student test booklets. Failure to submit the Enrollment Report by September 15 will result in the district having no student bar code labels for test booklets. This means that the front cover data for each student will need to be entered manually. NOTE: If the school district enters the teacher name/group with whom the student will be testing, the student bar code labels will be sorted to the teacher name/group level. Entering the teacher name/group is optional, however.

 

* October 5, 2012 (date certain)

Testing materials delivered to school districts.

 

Testing booklets are delivered to each school district test coordinator by CTB.

NDDPI opens NDSA Assessment Report on STARS.

School districts enter/validate data elements for all students in grades 3, 4, 5, 6, 7, 8, and 11.  Many data elements from the Fall Enrollment Report will be used to pre-populate the on-line Assessment Report. A State Assessment Memo with detailed instructions will be provided to school district test coordinators. The deadline for submission of the Assessment Report is December 21, 2012.

Administration of the Fall 2012 NDSA for grades 3, 4, 5, 6, 7, 8, and 11.

CTB conducts extensive quality assurance checks and inter-form equating to ensure accuracy, validity, and reliability of all final reports, including those of students, schools, districts, and the State. DPI convenes the state’s Technical Advisory Committee to independently review and validate all assessment impact data and overall system performance.

 

January 31, 2013 (date certain)

CTB ships NDSA reading/language arts, mathematics, and science reports to school districts.

 

March 2013 (mid to late, projected)

North Dakota Alternate Assessment Student Reports for reading/language arts, mathematics, and science become available for teachers to download at the local level.

 

March 2013 (projected)

NDDPI compiles, validates, and analyzes data and assembles initial Adequate Yearly Progress Report (AYP) files for each school district and school plant by merging Fall 2011 student test score records (reading and math) received from CTB, North Dakota Alternate Assessment test records, validated Assessment Report data, and attendance and graduation records submitted on-line June 30, 2012.

 

April 2013 (projected)

NDDPI generates preliminary Adequate Yearly Progress (AYP) Reports for school plants.

 RE:                  Estimated testing times for Fall 2011 North Dakota State Assessment

               Included in this memo is a table indicating the approximate time that schools may use as guidelines when they schedule test administration. Please keep the following details in mind when scheduling the NDSA administration.

  •  The North Dakota State Assessment is an untimed test, and students need the opportunity to complete all items and demonstrate what they know and can do. It is to the benefit of students and your school to ensure that sufficient time is available.
  •  Applications for Test Invalidation will not be approved if the school does not make reasonable attempts to schedule make-up sessions within the testing window.
  •  Students with disabilities, and eligible under IDEA, those on Section 504 plans, and those with limited English proficiency are entitled to testing accommodations that may require additional time or other conditions stated in their service plans. Scheduling should consider those factors that affect optimal testing conditions.
  •  Each school district is responsible for establishing it’s testing and make-up schedule within the three week testing window, including number of days devoted to test administration, days of the week and time of day for administration, and number of parts tested each day.
  •  Times shown refer to the actual administration of items. An additional 5-10 minutes will be required for administering the sample items and reading introductions and directions.
  •  Reading/language arts and Mathematics will be assessed in grades 3, 4, 5,6,7,8, and 11. Science will be assessed in grades 4, 8, and 11.

RE: Testing Reminders for Title I Students


As we near the dates for our annual North Dakota State Assessment (NDSA), we thought it would be an opportune time to provide school personnel with some reminders regarding the testing circumstances for all students, with special emphasis on Title I students.


The Test Coordinator’s Manual provides those practices that should be followed throughout the administration of the NDSA. Please thoroughly review these instructions to ensure that all students, including Title 1 students, are offered the most appropriate setting and supports for a beneficial test experience. The Test Coordinator’s Manual is posted at http://www.dpi.state.nd.us/testing/assess/index.shtm As you prepare for your test administration, please note the the following.


1. Accommodations – Accommodations are specific, privileged practices currently allowed for students on an Individualized Education Plan (IEP), those students who have a Section 504 Accommodation Plan, and those students with Limited English Proficiency, as prescribed in the Test Coordinator’s Manual. Most students, including Title I students, are not entitled to accommodations, unless they hold a documented accommodation plan previously specified.


2. Some students, including some Title I students have a better understanding of the written word if the student reads the material aloud. The North Dakota State Assessment may be administered individually to any student, including a Title I student, in a private room where the student may read the assessment passages aloud. Only one student is allowed in each testing room at one time. The supervisor in the room may NOT communicate with the student outside of the standard directions provided to all students.


3. In addition, if any student, including a Title I student, displays behavior that may be distracting to others in a testing situation, that student may also be assigned a private room for testing, if staffing and rooms are available.

Due to unforeseen circumstances, we were unable to pull the enrollment file last week in order to generate labels for the NDSA.  As a result there will be a delay in the delivery of the labels and Test Coordinator’s Kits to the districts.

Each district will receive the testing booklets October 7, 2011.  Each district will then receive the Test Coordinator’s Kits, with the labels on October 11, 2011. The original scheduled delivery date for the Test Coordinator’s Kits was October 4, 2011. We believe with this delay the schools will still have ample time to place the labels on the testing booklets prior to the start of the testing window (October 24, 2011).

RE: Certification of mandatory training on state assessment system

Pursuant to federal requirements, the North Dakota Department of Public Instruction (NDDPI) must ensure that North Dakota school districts conduct sufficient and appropriate training for school personnel who supervise or administer the state assessment. Consequently, the NDDPI requires that, each school district administrator must certify that all school personnel who supervise or administer the state assessment and who have a need to know specific information about test administration and handling of test materials have received appropriate and sufficient training on state assessments.

The school district must use NDDPI training materials to fulfill this requirement:

On-line Training Modules, at http://www.dpi.state.nd.us/testing/assess/training/index.shtm, and/or Fall 2011Test Coordinator's Manual provided in the Test Coordinator'sKits shipped to districts, or available on-line at http://www.dpi.state.nd.us/testing/assess/manual.pdf

School districts must certify on-line to NDDPI that training has been accomplished (i.e., all school personnel who supervise or administer the state assessment and who have a need to know have received appropriate and sufficient training on state assessment, and use of NDDPI training materials).

An on-line form, Certification of State Assessment Training Survey, located at https://www.surveymonkey.com/s/BR5Y7MS , will be used to submit certification.

The certification form can be completed in less than five minutes.

The school district administrator/superintendent or the designated school district testing coordinator is responsible for submitting the certification.

One survey will be completed for each public school district, non-public school, and BIE school that administers the North Dakota State Assessment.

The certification must be submitted to the NDDPI by 5:00 p.m., October 31, 2011.

The person submitting the certification should maintain a copy for their records.

In the event of testing irregularities (including but not limited to breeches of test security and loss of testing materials), the certification will be referenced in the subsequent monitoring and investigation.

The certification addresses the North Dakota State Assessment specifically. Training for the North Dakota Alternate Assessments (NDAA 1 and NDAA 2) will be provided to school special education personnel, as announced through a separate State Assessment Memo.

The Department of Public Instruction has been alerted to a layout issue that affects one test item on the North Dakota State Assessment Grade 7 mathematics assessment.  I write to alert you to this situation and to advise you on instructions regarding this matter. This alert concerns only the Grade 7 mathematics test. No other grade or subject tests are affected by this limited layout error.

In the Grade 7 test booklet (Mathematics, Part 4, Item 58: Parts 1 and 2 on Page 26), a printing layout error has resulted in an insufficient space to allow for a student's response. After consulting with CTB/McGraw-Hill, the Department of Public Instruction wishes to inform you of this layout error and to provide the following instructions.

During the administration of the Grade 7 mathematics assessment, Part 4, the Department of Public Instruction recommends that proctors inform students that test item 58, including both Parts 1 and 2, on Page 26, should be disregarded and passed over. Proctors may instruct students to strike through the entire page for this test item in advance of taking the test.  Proctors may also monitor students' efforts to ensure that no student encounters uncertainty or frustration from this test item.

The Department of Public Instruction has instructed CTB/McGraw-Hill to ensure that no student or school will be affected adversely by the scoring of this item.

Test Invalidation Form and Procedure

The online Application for Test Invalidation form is now available at the following website https://www.surveymonkey.com/s/D2K79WF . The application will be available November 11-30, 2011. Applications will not be accepted after November 30.

Applications for Test Invalidation will be accepted online only. Paper forms will not be accepted. The Department highly recommends that you print a copy of what you submit for your records. Use the PRINT button at the end of the form for this purpose.

See the Fall 2011 Test Coordinator's Manual, pages 6-9, for guidance regarding appropriate situations for test invalidation. You can access the Test Coordinator's Manual at the following link: http://www.dpi.state.nd.us/testing/assess/manual.pdf.

The consequences of test invalidation are as follows.

The Student Report from CTB provides no score information. It will state "Test Invalidated."The Summary Report for the school and district from CTB provides the number of students whose test was invalidated. These students are not included in the denominator when CTB calculates percentage in each of the four levels of achievement.When the Department calculates AYP, the student will be considered a non-participant and not included in calculations for achievement.

The Department will inform you as to the decision regarding each application. Please provide sufficient detailed information as an explanation. Remember that make-up sessions must be offered. If additional information is needed to make a decision, we will contact you.

The Test Invalidation training module is available at http://www.dpi.state.nd.us/testing/assess/training/index.shtm. In addition to procedures, it includes examples of situations that are appropriate for test invalidation, as well as situations that are not. The Department highly recommends that test coordinators access this module.

 RE: Changes to the 2011-12 assessment reports

 In December 2011 Dr. Wayne G. Sanstead, State Superintendent, approved the adoption of the state achievement standards in language arts.  These newly established state achievement standards mark the first time that student language arts achievement levels will be reported out on the North Dakota state assessment reports that will be distributed to school districts in February 2012.  The state will also continue to provide achievement level reports for reading, mathematics, and science.

These language arts results will not be used for the purposes of determining annual adequate yearly progress (AYP). The new language arts achievement standard reports will provide educators with additional information to measure student achievement and track student academic growth.

 Additions to the 2011-12 Assessment Reports

 Summary Reports

A separate language arts Summary Report will be introduced.  This report will present the number and percentage of students in each of the four achievement levels.  The new report compares overall aggregated achievement results at the state, district, and school levels.  See a sample language arts Summary Report at the following link on the DPI website.  Sample Summary Report

 Student Report

A separate language arts Student Report will be introduced.  This report presents a student’s overall language arts achievement in terms of what is expected of a proficient student, and describes a student’s achievement within each content standard and within the benchmarks that make up the content standard.  Descriptions of the four achievement levels are provided, and individual standards and benchmarks are reported in terms of the percentage of points earned by the student. Listed at the bottom of the language arts content standards report is each student’s language arts scale score and the associated achievement level.

General Research File (GRF)

The GRF is distributed on a CD to all districts.  The CD contains the NDSA results for the district, which will include language arts scale scores and achievement levels for 2011-12.

 Announcement

 The North Dakota Department of Public Instruction (NDDPI) has issued preliminary adequate yearly progress (AYP) reports for all public schools and public school districts for the 2011-12 school year. These preliminary AYP reports have been posted on the NDDPI’s STARS system, under the 2012 AYP Report. Contact your district administrator if you do not have authority to access this report.

 These preliminary school and district AYP reports have been generated according to the rules set forth within the State’s accountability workbook, which was previously approved in 2011 and remains in effect: http://www.dpi.state.nd.us/grants/proposal2011.pdf.

 The NDDPI has prepared the 2011-12 AYP guidance, which presents an overview of the AYP determination process. You can access this guide at the following website: http://www.dpi.state.nd.us/testing/account/AYP1112.pdf. This guidance also specifies any changes that have occurred in this year’s AYP reports, including a change in this year’s graduation subgroup rate determination that was required by federal regulation.

 Request to review AYP related data files

The 2011-12 AYP reports are generated from certain official school reports, including your district’s graduation reports, enrollment files, and the annual assessment report. The 2011-12 assessment report for each school was validated and submitted by school personnel in December 2011. School and district graduation and attendance enrollment data from the 2010-11 school year were previously submitted and validated by districts and can no longer be appealed.

  1.  Assessment Report. Since the 2011-12 assessment reports were completed, validated, and submitted as official reports in December 2011, the NDDPI does not expect a need for schools to make any additional corrections. Nevertheless, the NDDPI does offer the opportunity for school administrators to review the accuracy of their schools’ data and to seek amendment through a prescribed appeal process, which is specified below.
  2.  AYP Statistical Summary. The NDDPI has prepared a two-page AYP statistical summary report for each school and district, which provides a multi-year summary of AYP-relevant student data. This summary report will provide the context for how each school’s and district’s AYP report was generated based on current and historical data. This AYP statistical summary report can be accessed in each school’s STARS AYP report.
  3.  Assessment Results File. The NDDPI has prepared the 2011-12 assessment results file for every school and placed this file in each school’s STARS assessment report. The 2011-12 assessment results file combines the final NDSA results and the assessment report records for each student. This will allow school personnel to review and disaggregate NDSA impact data for administrative and program improvement purposes. The NDDPI will update these files in the event that a school makes corrections to its data through the appeal process. School administrators may review any student record online in the STARS Assessment Report or in the Assessment Result file.

 Possible AYP Appeals of Data Discrepancy

 If you have any questions concerning your AYP reports or if you wish to submit a formal written appeal of data discrepancy, we ask that you follow these steps:

 1.         Assign a district representative who will coordinate all data matters among the schools in your district. The NDDPI requests that any questions and possible appeals be coordinated by one authorized administrator within the district. This coordination will eliminate inefficiencies and facilitate communications.

 2.         Review A Guide to the 2011-12 Annual Adequate Yearly Progress Report, which is available at  http://www.dpi.state.nd.us/testing/account/AYP1112.pdf. This guidance will answer many of the most frequently asked questions surrounding the calculation of adequate yearly progress. This guidance presents any changes that have occurred in this year’s AYP reports, including a change in this year’s graduation subgroup rate determination, as required by federal regulation.

 3.         Forward an email request for assistance to hbergland@nd.gov with the subject line, “Requesting AYP Assistance”; or call the following number: 701-328-2317.

            Confirm your status as the designated district representative, specify your questions or need for assistance, and state your phone number and email address. The NDDPI will answer all requests for assistance in the order received. 

 4.         If an appeal for data discrepancy is sought, then the NDDPI will guide you on the process to submit your request in writing. Any appeal must be submitted by an authorized district representative since this appeal constitutes a change in a previously submitted and validated state report. Any appeals of data discrepancy may result in the NDDPI conducting a school-wide monitoring of data collection and reporting at a later time.

The NDDPI requests that all appeals of data discrepancy be submitted no later than 5:00 pm on Tuesday, May 15, 2012

Final AYP reports

 The NDDPI will not consider any school’s report final until all appeals of data accuracy are resolved for that school. The NDDPI will conduct a final review of all data accuracy appeals and generate final AYP determination reports for appeal sites at the earliest possibility. The NDDPI anticipates releasing final AYP results to the public following the resolution of all appeals in May.

 Federal law requires all public schools and districts to report their annual AYP results to the public. The NDDPI requests that schools not publish any preliminary school AYP results publicly until the official release of final AYP reports. The NDDPI’s Title I unit will forward separate instructions to schools and districts identified for program improvement based on these AYP reports.

Last year all districts received the first-time publication of two new student achievement reports that are compiled from longitudinal North Dakota State Assessment (NDSA) achievement data in reading and mathematics:

  • the student growth projection report, and
  • the student growth roster reports.

These two reports track individual student progress on the NDSA in terms of the state’s academic achievement standards and provide educators with a means to map future achievement goals. These reports reference current and historical NDSA scale scores, achievement level rankings, and growth percentile calculations for all students who have participated in the NDSA.

CTB/McGraw-Hill (CTB) recently completed a state-dedicated validation study of the state’s student growth reports. This validation study focused extensively on analyzing and structuring the state’s combined growth methodologies, including student projection estimates and growth percentile determinations. This study reaffirmed the state’s growth calculations and reporting rules and established protocols for expedited future growth report generation, both electronic- and paper-based. This study delayed the production and distribution of this year’s growth reports; however, the protocols developed through this study have further grounded the state’s growth metrics and ensured efficiencies for a more streamlined reporting schedule in the future.

 In the next week CTB will be shipping the growth reports for reading and mathematics to each district.  Enclosed within the shipment will be your school district’s 2011-12 NDSA student growth projection reports and student roster reports. Please check to verify that you have received all packages or boxes included in the shipment.  If you do not receive the complete shipment or there are errors related to shipping, please contact the CTB North Dakota Help Desk at 800-282-9988.

 Please review the contents of each box or package to verify that all reports for your school district are included. This shipment contains the following reports for each of your individual school sites. Note that this shipment contains no dedicated district reports.

 At the school building level, you should receive the following:

  •  Individual student growth projection reports in reading for all students who participated in the Fall 2011 NDSA reading assessment;
  • Individual student growth projection reports in mathematics for all students who participated in the Fall 2011 NDSA mathematics assessment;
  • Summary grade-level student growth roster reports in reading that list individual student growth projection information;
  • Summary grade-level student growth roster reports in mathematics that list individual student growth projection information.

 I encourage you to review the following guidance documents and instructional aids regarding the state’s current student growth projection reports and student growth roster reports:

New this year is the equivalent set of growth projection and growth roster reports for language arts.  The language arts growth reports, however, will not be available with this shipment and will be shipped separately at a later date.

 Accessing Growth Reports & Data files Online

All student growth reports will also be available online to schools and districts via the State Automated Reporting System (STARS).  Follow this process for access to growth reports in STARS:

  1. Follow the standard security login process
  2. Click on Fill Out Reports under Reports in the left navigation screen,
  3. Click on plus sign before the Other folder
  4. 4.    Click on Assessment
  5. Click on Next button
  6. 6.    Choose the appropriate Educational Unit
  7. Click on Next button
  8. Select School Year (2011-2012 is the default)
  9. Click on Next button
  10. Click on View Report button
  11. Click on Generate PDF button in left navigation screen
  12. Select either the Student Growth Projection or Student Growth Roster reports
  13. The reports will open as pdf documents which can be viewed, printed and saved.
  14. To review another school, click on the Quick Change button at the top of the screen and select a new school.

The data file used to generate the growth reports is also available for export from STARS.  To download the growth data file, follow steps 1 through 10 above; then enter the following:

  1. Click on Export in left navigation screen under Tools.
  2. Under Available Exports choose Growth Results
  3. Click on Export button in left navigation screen under Functions
  4. An Excel data file will be created.

 The growth reports add another dimension to student performance and help target assistance to those students in need.

 Federal law requires all public schools and districts to report their annual AYP results to the public. The NDDPI’s Title I unit will forward separate instructions to schools and districts identified for program improvement based on these AYP reports.
